โครงสร้างอำนาจหน้าที่

 

การแบ่งโครงสร้างภายในศูนย์ปฏิบัติการต่อต้านการทุจริต (ศปท.) ระดับกระทรวง ของกระทรวงการต่างประเทศ

มีรองปลัดกระทรวงการต่างประเทศ กลุ่มภารกิจส่งเสริมกิจการต่างประเทศเป็นหัวหน้า ศปท. มีเอกอัครราชทูตประจำกระทรวงเป็น รองหัวหน้า ศปท. และมีข้าราชการในสำนักงานปลัดกระทรวงเป็นผู้ปฏิบัติงานทั้งใน (๑) กลุ่มงานคุ้มครองจริยธรรม และ (๒) กลุ่มงานป้องกันและปราบปรามการทุจริตและประพฤติมิชอบ

 

อำนาจหน้าที่ของ ศปท. กระทรวงการต่างประเทศ 

๑. เสนอแนะแก่ปลัดกระทรวงเกี่ยวกับการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบของส่วนราชการในสังกัด รวมทั้งจัดทำแผนปฏิบัติการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบของส่วนราชการให้สอดคล้องกับยุทธศาสตร์ชาติว่าด้วยการป้องกันและปราบปรามการทุจริต มาตรการป้องกันและปราบปรามทุจริตภาครัฐ และนโยบายของรัฐบาลที่เกี่ยวข้องเสนอต่อปลัดกระทรวง

๒. ประสาน เร่งรัด และกำกับให้ส่วนราชการในสังกัด ดำเนินการตามแผนปฏิบัติการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบของส่วนราชการ

๓. รับข้อร้องเรียนเรื่องการทุจริต การปฏิบัติ หรือละเว้นการปฏิบัติหน้าที่โดยมิชอบของเจ้าหน้าที่ในส่วนราชการ และส่งต่อไปยังส่วนราชการและหน่วยงานที่เกี่ยวข้อง

๔. คุ้มครองจริยธรรมตามประมวลจริยธรรมข้าราชการพลเรือน

๕. ประสานงาน เร่งรัด และติดตามเกี่ยวกับการดำเนินการตาม ข้อ (๓) และ (๔) และร่วมมือในการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบกับส่วนราชการและหน่วยงานที่เกี่ยวข้อง

๖. ติดตาม ประเมินผล และจัดทำรายงานการป้องกันและปราบปรามการทุจริตและประพฤติมิชอบของส่วนราชการในสังกัดและการคุ้มครองจริยธรรม เสนอต่อปลัดกระทรวง และหน่วยงานที่เกี่ยวข้อง

๗. เป็นศูนย์กลางการประสานงานการป้องกันและแก้ไขปัญหาการทุจริตในกระทรวง

๘. ทำหน้าที่ตรวจสอบเปรียบเทียบผลการดำเนินการทางปกครอง วินัยของหน่วยงานในสังกัดและให้เสนอความเห็นต่อปลัดกระทรวงหรือรัฐมนตรีแล้วแต่กรณี แล้วแจ้งให้ศูนย์อำนวยการต่อต้านการทุจริตแห่งชาติ (ศอตช.) ทราบ

๙. ปฏิบัติงานร่วมกับหรือสนับสนุนการปฏิบัติงานของหน่วยงานอื่นที่เกี่ยวข้อง หรือที่ได้รับมอบหมาย

Structure, Power and Duties of the Anti-Corruption Operation Center

                The Anti-Corruption Operation Centre has the Deputy Permanent Secretary responsible for missions on foreign affairs promotion as the chief, and the Ambassador Attached to the Ministry as the deputy chief of the Anti-Corruption Operation Centre. Government officers in the Office of the Permanent Secretary have also been appointed as practitioners in the 1) Ethics Protection Unit and 2) Prevention and Suppression of Corruption and Misconduct Unit

                The power and duties of the Anti-Corruption Operation Center are as follows:

                1. Advise the Permanent Secretary on prevention and suppression of corruption and misconduct in the organisation. This also entails defining prevention and suppression of corruption and misconduct action plan of the organisation in conformity with national anti-corruption strategies, prevention and anti-corruption measures in government sector and relevant government policies and submitting such action plan to the Permanent Secretary.

                2. Coordinate, expedite and supervise administrative units within the Ministry to implement the prevention and suppression of corruption and misconduct action plan of the Ministry.

                3. Receive complaints against officials in the Ministry involving corruption, malpractice or failing to perform the duties, which shall be forwarded to the relevant public administrative unit and agency.

                4. Protect ethics as prescribed in the Civil Servant’s Code of Ethics.

                5. Coordinate, expedite and follow up on the implementation of actions stated in 3. and 4. Cooperate with other relevant public administrative unit and agency on prevention and suppression of corruption and misconduct.

                6. Monitor, evaluate, report on prevention and suppression of corruption and misconduct in the organisation and the protection of ethics and submit the report to the Permanent Secretary and relevant agency. 

                7. Act as the centre for the coordination of prevention and solving problems of corruption within the ministry.

                8. Inspect and compare the administrative and disciplinary actions within the organisation, and submit the recommendations to the Permanent Secretary or the Minister, depending on the case, and inform such matter to the National Anti-Corruption Commission Centre.

                9. Work in collaboration with, or support the work of other relevant or assigned agencies.
